From time to time the Village of Crestwood publishes bid notices for upcoming projects and solicits qualifications or proposals for a variety of professional services. Each opportunity will be posted below with further details made available for each notice.


The Village of Crestwood is hereby soliciting Statements of Qualifications (SOQ) from qualified Professional Engineering firms interested in providing professional construction engineering and administrative services. These requests are in accordance with Illinois Public Act 85-854 (50 ILCS 510/0.01-510/7): Local Government Professional Services Selection Act, Illinois Public Act 87-673 (30 ILCS 535/I-535/80): Architectural, Engineering and Land Surveying Qualifications Based Selection Act.

General Notice

The Village of Crestwood is requesting Bids for the construction of the following Project in two separate locations:

Package A: Rivercrest Drive and Cicero Avenue Watermain Relocation

 Package B: Cicero Avenue Watermain Extension

 

Sealed bids for the construction of the Project will be received at the Village of Crestwood located at 13800 South Cicero Avenue, Crestwood, Illinois, 60418, until Thursday, May 14th, 2026, at 10:00 A.M. local time, at which time the received Bids will be publicly opened and read.  Bids shall be submitted in a sealed envelope marked “Village of Crestwood Package A: Rivercrest Drive and Cicero Avenue Watermain Relocation and Package B: Cicero Avenue Watermain Extension.”

The Project includes the following Work:

Construction involves performing work in two separate locations along Cicero Avenue (IL-50) within a mile apart. In Package A at the intersection Rivercrest Drive and Cicero Avenue, work generally consists of the installation of approximately 305 lineal feet of 6-inch watermain to replace the existing 6” watermain for future development. In package B at the intersection 138th Court and Cicero Avenue, work generally consists of extending approximately 240 lineal feet of 8-inch watermain to the south for future development. Work also entails the installation of water valves, hydrants, and fittings as well as restoration. This Work shall include all labor, materials, supplies, transportation, equipment, and services necessary and required to perform the project as set forth in the Contract Documents.

Package A has an expected final completion date on or before July 24th, 2026.

Package B has an expected final completion date on or before September 4th, 2026.

Obtaining the Bidding Documents

The Bidding Documents are available at the Engineer’s project bidding website: http://bidlist.f-w.com/.   The prospective Bidder shall register for this project at the website in order to receive a username and password to access, view and download the Bidding Documents.  The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Pre-bid Conference - will NOT be held.

Bid clarifications and Questions should be submitted in writing via email to the Village Engineer, Jose Raya via email: jraya@f-w.com no later than 5:00 pm Monday, May 11th, 2026.

Bid Security

All proposals or bids offered must be accompanied by a bid bond, cash, or Certified check. A certified check or bank draft payable to the order of the Village of Crestwood, Illinois, or a satisfactory Bid Bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total Base Bid for the Divisions bid shall be submitted with each Bid.

Instructions to Bidders

For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.

Contracts for work under this bid will oblige the contractor and sub-contractors not to discriminate in employment practices and shall be in compliance with applicable State of Illinois Statutes pertaining to the selection of labor and the prevailing rate of wages.

Work on this project is subject to the Prevailing Wage Act (820 ILCS 130).  Prevailing Wages, as determined by the Illinois Department of Labor and the current Prevailing wage ordinance approved by the Village Board, shall be paid. The submission of monthly certified payrolls to the Village of Crestwood will be required.  Work on this project is subject to the Illinois Substance Abuse Prevention on Public Works Project Act as enacted by P.A. 95-0635, Equal Employment Opportunity requirements and Responsible Bidder Criteria by the Village of Crestwood.

The Village of Crestwood reserves the right to reject any or all bids, waive or not waive any informality in the bids, and to accept any bid which it deems most favorable to the Village.

Bid Hold Time

Bids will be held good for a period of sixty (60 days) subsequent to the opening of Bids.
